It's the part of the interpretation that is not well understood outside of officiating circles, and is flat out misunderstood among fans: By the time the mat is slapped and the whistle is blown, it's already over. The referee has verified the criteria and called the fall in his mind before he completes the formality of signaling the end of the match with the slap and whistle. The rule book, if you will notice, does not say one word about slapping the mat or blowing the whistle. A kid can move just as the referee's hand strikes, but he's still a dead duck. The pin occurred, you see, in the two seconds before the hand began to move. Parents mistakenly think it all has to be simultaneous. They also think both outside shoulder tips have to be flat.
